Best Server For General PvE?
Server do not mater in PvE because mega server system. All sever in same region NA or EU play together in PvE.

If you’re playing in HoT’s zones (or Silverwastes or Dry Top) using the Open World tab on the LFG is often key to finding populated instances of those maps.
It’s not perfect but that’s how it is for now.
I’m currently on dragonband, however no matter what guild I join, there’s barely anyone on, I don’t know if its a time zone, or something like that. I was thinking of joining a very high pop server for some PvE. What server would you recommend?
There are tons of people playing. It’s a mathematical accident that you aren’t running into them. What happens is that maps fill up with LFG+guild+friend players and “unattached” players end up in new/emptier zones. It’s like going to your neighborhood local when there are two new pubs offering half-off drinks two blocks away — you’ll keep thinking no one in your ’hood is drinking, even though everyone is plastered down the street.
As suggested above, LFG is the best way to find those populated maps.
Another mathematical issue going on right now is that we are used to a situation in which there are primarily just 2-3 competing maps: the current world boss and the single meta map. For over a year, it was just silverwastes + world boss + some folks who traipsed through Orr. HoT added four maps to that mix plus reasons to farm individual maps in central Tyria (charged lodes and giant eyes dropping like flies in Cursed Shore, for example). That has spread out players more; the introduction of raids has also affected player distribution.
On the one hand, that’s a good thing — lots of maps attract players now. On the other, it means fewer people working on a single meta, which means it takes longer for the community to learn it, which means more failed attempts, which discourages people.
tl;dr use the LFG tool to find a more populated map (and hope that ANet cleans up the categories to make that easier).
