When the expansion is out of closed beta will it be released for everyone?

When it is released its going to be available to everyone that give Anet money, yes.

No. After closed beta, it will probably go through a series of open betas, which may or may not be open for all to try. Most people are guessing that it will be released sometime during the summer.
