What is the best race and class for it? I was thinking warrior and norn since warrior is much more melee based than guardian and norn to look more human but does charr have any bonuses that supports heavy or melee better than norn?

Races don’t matter, choose whichever one you feel looks the best

Guardians typically can do more damage than warrior but depends on the build (power, condi, etc.).

I play both – love the warrior even though the Guardian does more damage. I just can’t get the hang of Guardian.

Charr with Warband racial skill so you can bring your hommies to the fight too.

For PvP “melee tough guy” sounds exactly like Warrior
You can sustain yourself extremely well with Healing Signet + Adrenal Health (and regen food if you want) and you have access to Damage Immunity, Condition Immunity, Stability and Blocks while still being able to deal good damage in melee

All that with highest possible Max Base Life and Max Base Armor

For PvE it would be Warrior too i would say … even people usually aim for a more offensive builds for PvE.
But since you have that max base health & Armor you already are quite tanky

Guardian is another possibility but is not the “tough guy type” but more of a Paladin like defensive spell caster
Guardian has high armor but lowest possible base life!
They have access to heals, Blocks & defensive boons and can do very well in PvP and good in PvE
But i would suggest Warrior to you from how i understood your post
(fits the “melee tough guy” the best i think)

The race doesnt really matter at all tbh
There are a few racial skills for each race but they arent really powerful and only exist for lore & immersion reasons … take it as a nice addition

Some people feel like Norn & Charr are too big and slow and think Human, Sylvari & Asura feel more fluid and are also easier to play in jumping puzzles for example but apart from that personal opinion there is no direct advantage for any race
So just go for the Race that you want to try out the most
