They’re not meant to carry over to the live account. So, yes, they’re for beta characters only.
It’s separate. They just add achivement to give you mastery point and add 1 ap just for a giggle.

I have done all 5 beta achievements using my beta character, but these achievements aren’t showing on my live account. Is there any way to earn them on the live account? or are these only for beta characters only?
