Have black lion kets been removed from completing maps rewards?
No they haven’t. There is a chance that you get one on higher level maps. But that is the key word: Chance.

Just finished map-complete on another toon, at the most, I got 2, maybe 3 keys for the whole thing.
Jup, exactly what “a chance” means. You sometimes get one and sometimes you don’t.
