I cannot seem to find a vendor to convert 10 ticket scraps to a ticket. Where or how do I do this?

Right click on your 10 scraps. A panel will open up that allows you to buy a ticket with 10 scraps and also buy weapon skins.

Double click your stack of scraps to open the vendor. (You can do the same with the tickets, too.)
