Will I be allowed to wear 2 black ice bands and 2 black ice earrings on the same character?

The ring and the accessory are “unique” items, and you cannot wear 2 unique items with the same name regardless of stat choice. The only confirmed exception to this is if you infuse 1 of the rings, which causes the game to see it as a different ring.

If they are like the bloodrubie ones no, buy 1 bloodruby earring/ring then 1 black ice ring/earring and your golden

To wear 2 of the same ring u will need to infuse one. Then they are classified as different. But for accessories you will need 2 different ones.

if i choose different stats for each ring or accessory, will I then be able to wear both on the same character?

No, this won’t allow you to wear them both. Only infusing would help.
