Blacklight dye
Looks like it only can be obtained from the Toxic Dye Kit http://wiki.guildwars2.com/wiki/Blacklight_Dye.
So no you cannot get it from a unidentified purple dye.
If I still had a lot of gold, I’d donate some. Sadly though, I recently spent it all and I’m in the poorhouse for now.
Maybe you could start saving up. Go on dungeon runs and selling all y7our loot on the trading post. If you have a guild or gaming buddies, ask them for small donations of like 3-5g to help you build up
seems like a lot of gold for 1 color that is character bound. Might be more worth while if it were account bound. I am not saying that all dye’s need to be this way but it would be nice if the RNG ones were. We are going to be seeing a lot more of these in the future sadly.
Try indigo? It;s quite powerful as well

Only way to get it now is to buy it directly from the trading post or waiting if they put the toxic dye kits back yo the gem store for a while like they did with f&f dyes.

In a game where there is little to spend money on other than cosmetics, how is 65g or so for a dye a lot of gold for what its worth, whereas the general consensus is Legendaries are so worth it?

For people willing to purchase deep glacial sky rather than a similar alternative that’s several times cheaper, either 250g is peanuts or such desire for the dye would have mean they’d have purchased it cheaper.
