Dear AN where or when we will be able to meet a NPC that will buy the Shards.

Sometime in the future.
I am under the impression that they simply added the information to the patch notes in order to inform people to hold on to their shards and other such stuff, in order to avoid the whole “buhuhu you never told me they could be used for trading!!!” (which we will most likely still see.

“Rumors tell of a merchant interested in items from major events in Tyria’s recent history, including Blade Shards. Players are encouraged to hold on to these items if they are interested in trading with her when she appears.”

Those were just rumors after all… Not to mention that it was over a month ago now…
