Guild Wars 2

On my thief, I currently have the 2/2/2 runes for 45 bleed duration but I was looking at it and taking my armor off and on and it was not increasing the time on the bleeds. Sigil of Agony works but the runes do not.
Anyone know if these are not working or something?

I have the same setup on my bleedmage elementalist, but I’ve never been good enough with numbers to figure out for sure whether or not it works so…
