Is Blind consumed when an entity affected by it hits (or tries to hit) another entity currently blocking or evading? Evading would probably count as a miss by itself, and so would not consume Blind, but what about a block though? It’s still a hit, but it’s just negated. Does that mean that if you were blinded and attacked a guardian using, say, Shelter you would consume the blind even though it wouldn’t do anything? Please clarify how this works! <3

Anything that triggers a hit check should consume the blind, there is a bit more details in one of the patch notes if you want to look it up. In regards to blind think about what would happen if you replace shelter with aegis. If the hit is allowed to go through aegis would get removed enough though the attacker was blind which wouldn’t really make sense. In the past I think it was possible to remove the blind simply by swinging at someone even if they were out of range.
