You can take one booster, and turn it into another.
There’s an or in those lists of items…
One booster of ‘a’ or ‘b’ or ‘c’ or 2 of ‘d’ can be converted into ‘x.’
Not a+b+c+2*d = x
Sounds more like functionality that lets you convert useless boosters to something else you might find more useful. For example, if you have tonnes of experience boosters wished they were crafting boosters instead (because you love crafting so much), you can convert them.
I could be wrong…
One experience, gathering, crafting, or magic find booster (or two karma boosters) can be converted to an Enchanted Reward Booster. This booster allows the player to choose from an experience, gathering, crafting, magic find, or karma buff.
Or, not and. It is just a way to exchange one booster for another. If you have, say, Crafting Boosters you don’t use, and would rather have Magic Find Booster, you can exchange it with this consumable.

Still doesn’t make a lot of sense to .. buy gems to convert something you typically buy with gems…? I would have been way happier had they just introduced speed boosters in the gem store. I don’t have any since I stopped buying BL keys. And I don’t get enough of the ones I can change into speed in order to justify buying anything like this. Oh well.. more monies stays in muh bank.
