According to the wiki and PAX EAST 2011 “Events can detect that players have not performed any actions relating to the event within a period of time and will scale down the event accordingly”

2 questions, What is the “period of time” and does the period of time differ from defeated players to those that WP out?

Mainly I’m tired of people blaming Boss failures on people not WPing out due to scaling ( although for the sake of DPS and all they should WP and get back asap).

It is very short. A few seconds tops. It is easy to determine in Silverwastes during Breaches.

Scaling is instant and everyone that can basically see the event on their tracker counts towards it, regardless of if they’re alive or not. Players standing around not doing anything will also count towards scaling – an easy place to test this is the event next to Ascalonian Catacombs.

What the wiki says is from pre-release and that’s how scaling worked prior to season 1. They were forced to change it when zerg content became popular and zergs could gank bosses as they spawned and before they scaled. Originally, you only counted towards scaling if you were dealing damage within the event’s area.
