There’s a Suggestion Forum?
(Meant to post a suggestion but Anet locked me out of suggestion forum)
They haven’t locked you out, it’s like that for everyone.
They have put the forums in the archive and locked it so they can review all the suggestions without getting new topics added all the time.
The Suggestion forum was archived so that players can put suggestions in the forum related to their suggestion making it easier for the developers to get feedback (i.e., suggestions for dungeons should go in the Dungeon forum, suggestions for WvW should go in the WvW forum, suggestions for profession balance should go in the Profession Balance forum, etc.).
This way a dev working on WvW for example doesn’t have to read through tons of unrelated suggestions trying to find ones specific to WvW.
So basically we can’t make new suggestions. And they arn’t even responding to any…

The Suggestions sub-forum has been archived and is read-only. We’re directing players to leave feedback & suggestions in the sub-forum which best fits their topic. As example, if you have a sPvP suggestion, we ask that you post in the sPvP sub-forum. If you have a crafting suggestion, we ask that you post it in the Crafting sub-forum. This ensures that the Developers on these topics will see it. For all topics which do not have a specific sub-forum, you can post in the Guild Wars 2 Discussion forum, which all our Developers visit.

You make the suggestion in the relevant forum. So, for example:
- Vanquishing for Dungeons would go in the Dungeons forum.
- New WvW Traps would go in the WvW forum.
- New SPvP Map would go into the SPvP forum
And so on.

You can make suggestions in the appropriate subforum. If it is a general suggestion post it in this forum, if it is an audio suggestion post it int he audio forum, a class suggestion – post it in the appropriate class forum.
Nothing is stopping you from making suggestions, they just removed the suggestion forum because it wasn’t productive – there was no way for them to effectively pay attention to it because of the mass of useless posts asking for mounts etc.
Also, don’t ever expect a reply from Anet, while they often read a lot of the forum posts, they very infrequently reply. It’s also against the forum code of conduct to directly ask for a reply.

They don’t delete forums, when they close a forum they move it to the Archive section of the forums.

The old suggestion forum probably has more threads that were moved there than started there. It was known as the place where threads went to die because once moved there the discussions mostly ceased.

Probably wouldn’t get anywhere regardless.
Forum sections don’t get deleted, they get Archived. They’re quite clearly in the archived suggestion and when something is archived on a computer it becomes read only – it makes sense. That way people can read it and see what suggestions have already been made, or Anet can sift through them if they feel like it.
