ANet stated a reason for not including them in GW2 (I didn’t agree, so I won’t bother repeating it here). However, whatever those reasons were, they no longer apply. Even ANet has said they want this feature. All that remains is for them to prioritize it.
I fear that they have held back because they don’t have the “perfect” solution for the UI, for dealing with gear. At this point, I’d even be pleased to see the ability to simply save screenshots within the build panel, allowing us to match icons manually.

build templates could simply just apply to specs and ignore our gear all together… at least to start with…

What was the reason they didnt watbuild templates?
Awww, moderator edited my title and now my op makes me look like i’m missing some brain cells.
And I agree on just having templates for specs would be enough, gear is not that important, but would to have that option as well, of course.
I find myself in situations where I have to quickly switch to reflect build for just one fight and then switch back. It’s getting beyond annoying. And now that we will get second elite spec, I’m sure people will want to “respec” even more often.

They stated that a build doesnt only consist of skills and traits. Gear is also a part, but is/was complicated to implement in a template. They could have released an unfinished version with only traits and skills and no one would have complained to wait for them to finish implementing gear.
Looking at how the pvp one does. I’d say they can basically do the same. With the additional option of making & saving our own templates. Anyways lets talk about how the pvp one functions. And then compare it to how it in pve or wvw could work. Wall of text inbound :P
For starters. In pvp this is located underneath your build panel as “default builds”. This is basically your templates. And you can hot swap between certain builds on the fly. For the exception of when you’re in a match and/or combat. If you don’t have the needed equipment, you will get a basic rarity of that type of weapon. But if you do have it, it will swap that equipment from your inventory into the weapon slot. (Note that if you do not own hot, you may have empty slots in traits as well as weapons. Most builds feature the latest specializations)
Translating this into pve/wvw, they can add a checkbox underneath the hero panel at equipment or traits panel (i’m pretty sure they can implement it in a better and nicer way, but even this would work). It should function as how the pvp one works in terms of equipment and trait swapping. However this could become more or less problematic of course duo to a much larger gear variety. Well i have a solution for that as well. This is where our custom make & save option comes in.
It would require a couple more functions in the assigned panel: create, assign equipment, save and delete. As the functions already speak for themselves, this way you can create your own template, assign certain equipments to it. So that you can instantly swap between them, when you swap. Save that template for future use. And finally delete. If you do not need it (anymore). This way you only would need the equipment in your inventory, and for the rest you hot swap then entire thing on the fly. Perhaps Anet could make it in such a way where you can keep gear in bank. Like how certain currencies work for merchants. But that may be a bit too much for the start.
So yeah, there you have it. The basic is already there. Anet would just need to implement it to pve/wvw and adjust it further on. Not saying that it is easy, but just pointing out how they could do it
