I thought I read that we would be able to save up to three builds on a individual character. For the life of me, I cannot find this tab.

Does it exist yet?

Nope. Hopefully with time we will see features like this.

Character bound keybindings (not account bound)
Multiple saved build layout
Multiple saved wardrobe

We kind of have one atm though its very game typed locked. You have an spvp build pve build and a wvw build. So the major problem about letting ppl have endless build tabs or at least a lot you can run into say ele class going all in fire to blast fire fields for high fury then swap into another build right before a fight. So if they where going to do these tab system they need to defined “if you switch to this build you lose every boon from the build you just switched out from.”

How Anet didn’t added character bound keybinds is beyond me.Staying account bound is the most kittened thing ever.

Sort of: you can have a PvP build, one of WvW, and a different one for PvE. (Just traits at the moment; doesn’t appear to remember gear or utilities.)

Ahhh, that’s what they meant. One for each game type.
