Buying gems for friends birthday.
When you buy through the gem store, you just get the gems right away. You could buy your friend a gem card from a shop (just buy the card yourself and give the friend the code), or you could give your friend the gold to buy the amount of gems you want to give them.

Where can i buy a card?
There are several sites online such as Game and Amazon. They send you a code you can redeem at the black lion store for gems.
Not sure what the exchange rate is in euros to gems as i use pound sterling.

These will show “official” gw2 retailers- ones that are approved by A-net, at least. Other websites will also sell them- I’ve purchased some online before where they don’t send you a physical card, but send an e-mail with a code instead.
From what I remember, you can only by gem cards holding 2,000 gems (which is €20, I think).
There used to be gem packs you could buy on A-net’s shop, but I can’t seem to find that any more. There were a few packs like 800 gems, 1,200 gems and so on… not sure if they were giftable though.
There are other options, which might not be as smooth, but still somewhat work.
If you are set on giving him €10 worth of gems, you could buy a gem card, use the gem card on your account and gift him an item he wants (with value of 1,000 gems), or convert the gems to gold and send him enough gold to convert into 1,000 gems.
