Ehh, I can’t say I’m keen on the idea of repeating Hearts. I do think that bumping up the coin reward from Hearts seems decent though, given that they’re a once-only per character affair.
I’d like to see the coin reward for hearts be boosted dramatically, and they should scale with player, not zone, level.
Reward for hearts is that you progress your map completion. AND you get karma. I think that’s more than enough.

Scaling rewards by player level could work, but as Rezz pointed out, the hearts do give Karma, and access to the Karma merchants.
The same model could be adopted as the Daily reward to scale the coin to player level, but I suspect the worry would be further inflation.

No it wouldn’t. Using alts will be as unviable.
Plus it will encourage the players to rush through content so then he can min max rewards.

I wouldn’t mind if hearts could be repeated on a timer basis, probably for a different (read: smaller) reward than finishing it for the first time. I frankly hate zerg content, and now that GW-API’s are kaput, finding something interesting to do solo has been getting more challenging. Having hearts act as a holding area absolutely beats periodically spamming /m with “Any events up?”.

The original design of the game did not even have hearts. Hearts were put in because people expected Quest NPC’s. They are there to teach you some mechanics for later in the game.

I get better rewards from Fractals. I get ascended loot. Better change hearts!
