Yes. I spent an evening just after the wardrobe update getting all the starter skins.

I did the same. Made one character of each class and then deleted, rinse and repeat. Now my engineer is wearing a starter thief hood and my Mesmer had an ele flame eye for a while.

I am in the process, slowly, as I farm for ‘goodies’. Lol. So, yes.
