Can I store skins on Wardrobe?

Skins can be unlocked by using consumables, equipping items, salvaging equipment, or right-clicking on equipment and account-binding it. Items that you acquire that are already bound to your account automatically unlock their skin when they go into your inventory. Unlocked skins can be applied to items infinitely (for just one Transmutation Charge), which makes it much less stressful to try out a new look for your character, since you can always switch back!”
It says they go into your wardrobe if you equip, salvage, or right click and account bind, which means for free.
Yeah, but taking them out of your wardrobe and applying them to an item will cost you a charge. It’d be smarter to keep on hoarding the skins in your bank / bags until you really want to use it on a specific character. That way, you’ll be able to transmute it for free, and it will still be saved in the wardrobe once you apply it.
The new system does not at all help with the problem of hoarding skins, or carrying around extra sets of armor for the looks. It does help with removing the destruction of skins though, and it helps by making everything account bound. (So you might for example use the Fervid Censer on more than one character, which is nice.)

If you double click a skin from your inventory, it gets added to your wardrobe, but that’s a not very smart thing to do, since you just gave away an opportunity to use it for free. My hope is that in the new system items will have a charge value that is built into the item rather than the system. That would allow them to make certain items that don’t have charge values and can be applied infinitely without cost. It’s also possible that they could build the system to allow it to auto apply the first transmute of the skin without charge while charging for any subsequent transmute.
Personally I prefer the version that includes infinite free transmutes for certain items.
