The topic title pretty much says it all.

One can first buy the Grandmaster manual at level 60 (after having applied the Adept and Master manuals) – but can a, say, level-80 character buy another Grandmaster manual and use it to redistribute his/her trait points?

Or is that even necessary to redistribute points? Is there some other way to do this?

You can just go to the trainer and select the option to redo your trait points. You only need a manual to unlock the tier.

It costs 3.5 silver at level 80 to reset all your traits.

There’s actually a surprising amount of people that buy the manuals to respec…

You can buy the adept training manual for ~6s on trading post for a portable respec. The convenience is well worth the price, imo.

Thats where all the cheaper than npc manuals come from.
