Can i please! turn off other's skill effects?
They’ve announced something about an incoming reduction to such things.
Combat Visibility
One change you’ll notice when the expansion goes live – a number of FX for skills have changed. We’ve tried to cut back some of the visual noise of some of the “noisiest” skills to make it easier to see what’s going on in combat with multiple players/mobs on screen. We’ve also made some skill FX end much faster to align with the length their actual combat effect happens in the world – previously some FX lingered much longer than the actual outcome of the skills combat interaction would occur. This is also to help make it easier to see what’s going on in combat.
I’m not all that hopeful this will be better than the previous attempt to cut down, but I’m in wait and see mode on it.

+1, especially for raids with people using legendaries

This is partly why I hate stacking and meleeing and the fact that, via their bad design decisions (partly due to bad player “advice”), they have made it pretty much obligatory.
Not to mention that you’re staring at the interior of other people’s toons while you do it…
They should ideally do what you suggest – but, even more importantly, they should just make ranged an equally viable option, again (and ideally, also make buffs group-wide).
As you’re not going to remove the problem of staring at the inside of other people’s toons, while you stack and melee, pretty much whatever you do.
…and some people just prefer playing ranged and that is perfectly OK and should have remained equally viable.
If they want to retain a maximum number of newer players, this is what they will do.

I am fine with the effects as they are, I do think it should be an option for the people turn off or on, It won’t hurt to have more options placed in the options menu.
You had the ability to turn off the ring that shows when you cast an ability, This can be possible.
