If I put say bleed on swap on my main weapon, and chill on swap on my offhand weapon, will swapping to these weapons trigger both? How about Bleed and Energy where they are not both doing damage?

You can test it out in the pvp lobby.
From what I’ve tested, no. They do not stack.

Sigils with same mechanics (on swap etc) share cool-downs.
