I want to get my tempest spec maxed out but I don’t have enough skill points. I also have no way to earn them?! I have 100% map completion and maxed my character to 80. What am I missing???

Hero Points?

You can pick up more HPs in the HoT maps. I’m guessing you mean 100% Core Tyria map completion. If not, then you can do Hero Challenges there.

Go to the Verdant Brink(new map, you access via Personal Story Heart of Thorns 1. Mission[Prologue]) and complete Hero Points for missing Skill Points. 1 HP provide 10 points, so you need about 5 to complete your elite specialization, it right now require 250 instead of 400.
