Firstly, this would have been better in the Players Helping Players forum. We’re helpful over there!
Secondly, I believe that you can check back later and probably slip into Tarnished Coast when it’s not totally full. I think ‘full’ refers to the number of people logged in now (someone may correct me on that).
In the meantime, world transfers are free right now (that will end eventually) so you play somewhere and then switch later. Overflow servers are temporary spaces you can get put into if a map is full, and they’re shared across servers, so that’s possibly a way you and your friend could meet up.
People are always dropping in and out of servers, doubt you will have to wait that long till a space is free. Overflow servers cater for when a certain area has met it’s threshold in terms of capacity and puts you in another server, in these overflow servers, it holds players from other servers as well… until you decide to shift back to your server when a space is free in that zone. The population has spread out now, so you might not find many overflow servers anymore.
I would actually consider asking your friend to move to a lower pop server.
I remember reading that there is an overflow for the servers, that act like shards of the main server. If the server you are trying to get on is mostly full, you may find you never get to see your friend, as one or both of you is in the overflow.

If that is the case, if they are in party they can join each other in the same overflow. This used to be bugged, but is now worked out. All members of a party that are in an overflow get the “go to regular server” option at the same time as well so they can go back to the no-overflow map.
As others have mentioned, you will need to be patient, or just both pick another, lower pop server.
I would also Recommend getting the Nividea GT 430 Graffics card if it terns out you need one (its no were nere that good but it will play the game well and only cost 60$)
I’m still waiting for the server population to go down, haven’t picked a different one yet because I get a pop-up box that says if I want to change my server home later, I would have to purchase a server transfer and I’m not big on spending money for stuff I shouldn’t have to buy.
I would upgrade my graphics card but the computer I have is an HP Pavilion dv2000 and I think the graphics card is intergated onto the motherboard so if I want to upgrade that, I would have to buy a whole new computer :T
