Celebratory Dye Packs - Updating contents?
I agree that they should be updated.
I could completely understand the Shadow Dye pack being left out when they were released because it was new and still being sold in the gem store, but I think it would make sense for them to add new dye packs to the Celebratory ones periodically, maybe a few months after they stop being sold in the gem store.

No, I don’t think they should be updated. Not only does it make them better for those who have later birthdays to the detriment of of those who have already gotten and opened these items, it takes away what they could be putting in later birthday kits.
At best they should be set so one of the groups is not account bound but sellable. But not more dyes added.

First, currently, they are worse for players who unlocked all the colors that existed prior to the shadow dyes, which were available for ages before the celebratory dyes came out. So objectively, the original set of available colors was always going to be “better for [some] to the detriment of others.”
Second, the list of available colors is likely to keep increasing. Do we really want players that start a toon today need to wait 4 years to choose a 2016 color?
And finally, in my opinion, there’s already too much confusion about what kits offer what dyes. Making the 3rd, 4th, 5th year presents offer different colors makes things more complicated (for ANet and for the player). I’d rather see them just update the selection to always offer the latest colors and let the player choose.
I’m not against leaving the Celebratory Dye Pack “as is” — I just think it would be better for the game and the majority of players if it’s always current.

Do you want the people who started later to have to wait to get the other dyes? Well, they can buy them off the trading post if it’s that important to them, and iirc the first year birthday gifts in Guild Wars 1 didn’t update each year to include more and more minis. You had to either buy the ones you wanted from another player or wait till your char was old enough for an RNG chance, even if you had to wait years for the chance. Everyone had to wait 6 years for the chance to get the cool, show off tonics from the Guild Wars 1 birthday gifts no matter when they started, or they bought them from another player.
Edit: I have 7 chars that haven’t reached their 3rd birthday so I would get at least that many of the updated gifts. I just don’t think it’s a good idea to update and improve old gifts that some players will not have a chance to get because their chars are older.
