Chalice of Glory, Deluxe Edition Not Working?

For those that bought the deluxe edition of GW2 the Chalice of Glory no longer seems to be not useable even in Heart of the Mists. Was this intended? If so, why are they still dropping for Deluxe Edition users..should we save them or destroy them?
