Changing Race
Never gonna happen, I really doubt it.
We have these, which can work like a race change tho:
I rarely do PvP or Hard PvE, unless it’s organized.
Too many things to change: personal story, skills, emotes, gear, etc. Their resources would probably be better off spent on numerous other issues. I’m all for it… just extremely unlikely.

Emotes and gear is easy, since the skin of the gear is determined by your character and not by the item itself.
The personal story is the tricky part that most people just say “but I don’t care about PS” , but ANet needs to think in every scenario possible and it is a big wall for such item.
(and the other 8 elite specs maxed too)

Well, if nothing else, the NPE patch showed us Anet isn’t afraid to wipe out entire sections of the Personal Story if it means the potential for more profit. So, heck, why not do this? Slap a race change item in the gem store and profit away.
If the player who wants the race change doesn’t care about giving up the relevant portions that character’s personal story, why should anyone else?
Alternately, they could create a scenario to go along with the race change in which the character in question gets mixed up in some sort of wacky Scarlet Briar shenanigans, perhaps involving an artifact left over from some failed experiment, perhaps only now being presented to the character in question in the form of a long-delayed present from dear, departed Scarlet.
Character: A present? From Scarlet Briar? Aw, she shouldn’t have.
