Character Story Line Help
Did you do your level 10 story yet? if not, look for a green “star” on your map.

You can’t start your personal story until you’re level 10.
Short Answer: There should be an arrow with some text next to it in the top right corner of your screen. This is the Content Guide and it will always point you towards new things to do. Follow it’s instructions and you’ll find more stuff to help you level up. (But do feel free to ignore it any time you want, it won’t do any harm.)
Long Answer:
When you say you’ve done most of the hearts what do you mean? You haven’t done most of them in the game or you’d be way past level 7. Have you nearly completed the map you’re in?
I assume you’re in Metrica Province since you’re playing an asura. The lower section of that map is kind of closed off from the rest. If you’ve completed the area around The Hinterlabs and Jeztar Falls you’ll need to head North West through Loch Jezt and you’ll find more areas to explore.
(FYI all GW2 maps are roughly rectangular and if you zoom out the name of the map is written across the exact middle, so if you’re unsure of where to go that can give you an idea of the general direction.)
Also have you been doing anything except hearts? As you’ve probably realised by now GW2 doesn’t have a conventional quest structure and therefore doesn’t exactly have conventional levelling. Pretty much everything you do will give you experience so it’s a good idea to do everything you come across – if you see vistas (floating maps) you should activate them, if you see gathering nodes (which start to appear around the level 7 areas) you should harvest them (you can buy tools from merchants or you’ll get them as level up rewards).
Most importantly if you come across Dynamic Events which appear in the list of activities on the right hand side of the screen with orange text and use orange map icons you should join in on them.
They’re a lot like traditional quests – defend NPCs, escort NPCs, kill NPCs, collect 10 rats and so on – but unlike traditional quests they start, proceed and end whether anyone is participating or not. You can jump in at any point and leave at any point and you’ll be rewarded for your participation when the event ends. Also it can be worth hanging around a bit after one ends because often they chain together – there will be some dialogue between NPCs and then another event will start up. Many of them tell short stories or give you background info on the area you’re in.
(Oh and in case you’re not aware there is no kill stealing, loot stealing or any other kind of stealing in this game, except the thief skill. So when you see events don’t worry about whether anyone else is joining in or which enemies they’re attacking – everyone is rewarded individually for their participation – you’ll get the same XP no matter what and any items you see are yours, everyone else will have their own.)

The story opens at level 10, actual level not down-scaled. If you mean you are actually level 12 but are seeing 7, that just means you’re in a lower level area of the map.
Check in your Hero Panel, the star shaped tab is your story. Click on that to see if it’s active; if not, you can tell it to activate — so long as you are at least level 10. Then green stars on the map and text in the upper right of your screen will tell you where to go.
and if you done the level 10 story you have to wait untill 20 then 30 etc
Hearts aren’t the main or best way to level. You really want to find dynamic events…the orange circles. Dynamic events are more effective than leveling with hearts. Doing all the hearts doesn’t mean you’ve seen everything in a zone.
