Does anyone know if the level of your character will play a part in which events you can do or how well you do in the events?

I plan on making a level 1 Revenant and doing the Halloween events on him when HoT releases.

If they are as before, some events (in instances) auto up-level your character. Some content is out in the open world, and thus may require a certain level you may have yet to attain.

The Labyrinth and Lunatic Inquisition scale you up, your level is irrelevant for the clock tower jumping puzzle and a lot of the rest is open-world content which is in cities and low level zones.

The only issue is that scaling up is similar to scaling down in that it’s not perfect. A low level player scaled up will be at a disadvantage to a real level 80 because they’ll have fewer skills and traits available and their gear will only have 1 or 2 stats instead of 3.

But as long as you’re with a group and/or careful you should be able to get by and I imagine you’d level up quickly.

I got the mad king book on a lvl 18 guard, and the complete edition on a 30~something necro. Usually, the open world events are aimed at the average lvl, ie 30-50 range.
