When are we going to have the ability to change our character’s Cosmetics or Hairs style?

I’ve been wondering about this for a long time, I hope it is in the November patch. But I do need some insight from ANet like how soon or is it coming?

I too am waiting for this but I think we’re probably going to have to be patient as it’s most likely low on the priority list.
