Charged Quartz Crystals/Celestial
Through wvw/dungeon vendor would be a cheese. Maybe as a random drop from fractals or dungeon chest would be good but I am not sure if people would want to see some things suddenly become cheap.
Im sure there are plenty of ways that they could introduce celestial inscriptions/insignias acquisition without breaking the TP. If a recipe was introduced to make them with 125 quartz (in place of the 5 charged), I think that would be a fair balance.
Super charge x5 per day for 40% increase cost in quartz crystals.
Really though, it takes 30 days to make a celestial armor set. If you truely believe that celestial is your endgame gear, 30days of time gating is nothing.

Yea but if you just want to try it out and see how you like it then 30 days is a pretty big commitment

No one just tries it out, it is a commitment.
You pretty much know going in if celestial is the right choice.
For 1 set yes, but you dont ever have only 1 character (not to mention upgrading to ascended eventually).
Anyway, timegating an exotic armor seems not very well thought out to me (especially when this game is really new player friendly) and I hope this gets a devs attention so something could be done to help.
