Cheapest Black Lion Skins - Crimson?
I’m not sure how efficient that is, because I’m not sure what exactly you want to do with those tickets.
Do you want to use them to buy newly released Black Lion weapons during their one ticket period if they’re skins you like? Those skins will wind up on the Trading Post, almost certainly for less than the 160 gold they’d need to cost for buying the Crimson Lion skins to be worth it.
Now, if you like the Crimson Lion skins, or at least a good portion of them, then it might make some sense to buy them all to get the skins that you like and the extra tickets. But if you’re just trying to get tickets for the sake of getting tickets, you’re probably better off just buying the specific weapons you want as they become available, rather than coming up with ticket-gaining schemes that might cost over 1000 gold in and of themselves.
Keys are a gamble. I’d buy off the trading post, myself.

Eh. I’m not sure that the current records of scraps per keys is accurate right now but it seems to be in the mid 30s range, from personal experience. So you can expect to do 30 or more runs to get one ticket times the number of tickets you need.

The newest set of black lion weapons is always available for a limited time at 1 ticket per weapon. Then the price goes up. (They used to be removed entirely- some of them are now cycled out.)

That being said, your OP seemed to have a pretty neat idea behind it.
Providing you like a good handful of the Crimson Lion weapons, you have 1,000+g at your disposal and market prices are in your favour…
You could buy all Crimson Lion weapons with gold. Once you get your 7 BL tickets as a reward for completing the collection, you could then purchase BL weapons that will still be popular when they go up in ticket price.
If your calculation of 1,120g is correct, you could break even after obtaining your Crimson Lion weapons. 1,120g divided by 7 is roughly 160g and it’s not at all uncommon to see BL weapons sell for more than this after the ticket price is increased.
So that means (apart from TP fees) you could get all 16 Crimson Lion weapons for basically no cost.

If you’re patient and savvy, you could make this work.
If those 7 weapon skins you pick up with those tickets are well chosen, and you sit on them long enough, you could potentially make up to a few hundred gold for each skin, but you might have to wait up to a year for the prices to climb that high on the skins you pick up.
If you are really efficient you can farm a key in half an hour. For seven tickets you need 70 scraps and the drop rate is about 1 in 4. That means 280 key farm runs over 140 hours.
To get the required gold in the same amount of time you would have to farm at a rate of 6 gold an hour, which is doable.
There is one other aspect to consider. If you key farm then before you hit the 100 hour mark you may end up hating the game.
