I don’t think that’s entirely true…
If you are trying to get onto TC wait until after the weekend. I am on TC and weekends are crazy busy.
You have to completely exit the game in order to refresh the list.
^^this… I tried to get on TC when it said “very high pop” and after I clicked on it it didn’t let me join. I restarted the game and it showed TC as full.

It’s already been confirmed multiple times by Anet employees. There is currently no way to see how many players are actively logged into the server at this exact moment, only how many people call the server home.
this has been debated since release and I have yet to ever see a clear answer, Anet employees have been quoted confirming both theories, which are contradictory.
I believe the consensus is that it’s some mix of both.. based on accounts tied to the server but also modified by current activity.

After searching, I cannot find a single instance of an Anet employee confirming the other theory. All I have found are people ignoring the Anet responses.
Here is a clear response stating that the server populations are based on the number of players who call that server home. There are no Anet responses out which contradict this by stating it is based on how many are logged in:

EDIT: I challenge anyone who states that there is an Anet response contradicting it to post that response, otherwise it can only be assumed that it’s a non-truthful statement. “Its there, I just can’t find it right now. Google it!” is not an acceptable cop-out

Nope but it is definitely part of the calculation. It’s been known for some time that the home server count is part of calculating how full a server is. One of the drawbacks of having no subs is that it’s harder to predict how often or when people will be online as there is much more perceived freedom (after the box, you’re not paying for it), but it’s not the only thing in the calculation.
It does create situations where a friend of yours may not be able to join your server even though the server is not necessarily full of people playing but does have a lot of accounts assigned to it.
not to be difficult but that post by eva is very vague.
the main resistance to the “accounts-tied-to-server-only” theory is how the population status fluctuates. there’s simply no way that a sizeable portion of player transfer servers every single day.
Look at threads where players complain about not being able to get into a given server that is full: the universal response is to keep trying on off-peak hours.
why would peak/off-peak matter if current activity wasn’t a factor?
