City exploration EXP nerf?

With my quite new (made 2 weeks ago, I.e. Before the patch) Twink level 28 i explored Lion Arch yesterday.
I got 9xp per PoI! (I got 139 for a PoI in Metrica) Was it always that bad?
Got it nerfed? Or did I hit a bug?

They removed City Exploring EXP a long time ago.
