Concent./expertise excluded from "all stats"
The all-stats came before Concentration and Expertise, but I see the point.
I’d expect the next expansion to have a new stat mix that includes them.
To change them right now would really tick off players who invested into Celestial or those particular rune sets.

Why would it tick off people that invested into those stats if they added the stats to be included? They wouldn’t have to change anything besides adding the stats to the “all stats” calculation

because all the values would need to get reduced to account for the added stats unless you are just asking for these things to get buffed
No. Celestials, Rune of the Traveler and that kind of things you means can be adquiere for anyone in the game, Expertise and Concentration stats are gated for HoT owners.
What if I just want Celestial stats or any of those items but not the other 2 stats because it think those make my build weak? What if you are owner of HoT but you don’t want the other 2 in your Traveler’s? How the Rune can choose if activate the new stats for you or should not?
Every “all stat” item should be split in 3 way:
For those who just want original Celestial.
For those who want to add the new stats to theirs.
For those who are not HoT owners.
Imo too much work for a not that amazing result.
Have fun.
Note: Yes, I was wrong Davy. Since all the mats can be sell and buy you can craft it. I just was thinking on the Insignia and the Inscription and made a mistake >.<

Con/Exp are NOT HOT exclusive. Where did people get this assumption? Its a revamp of boon/condition duration to be derived attributes just like when CRITICAL DAMAGE was changed to ferocity. They count as normal stats. and thus should be updated. Another example is GIVER stat which used to give +%boon duration and it came WAYYYYY before HoT.
Celestial armor probably can get away with it because, well, its just Celestial (even though in its original design, its meant to include all stats).

Since they are now official attributes to the game, shouldnt things like traveler rune which adds “all stats” also include these two? I understand that adjustment to the points may be needed.
The other alternative is that it amounts to a text error. They could change the description to:
Double-click to apply to a piece of armor.
(1): +8 to each of Power, Precision, Toughness, Vitality, Condition Damage, Healing Power, and Ferocity.
(2): +5% Boon Duration
(3): +12 to each of Power, Precision, Toughness, Vitality, Condition Damage, Healing Power, and Ferocity.
(4): +10% Boon Duration.png Boon Duration; +10% Condition Duration
(5): +16 to each of Power, Precision, Toughness, Vitality, Condition Damage, Healing Power, and Ferocity.
(6): +25% Movement Speed

What Khisanth said. Celestial does give more points in stats overall, but all of those are significantly lower than focused ones like Berserker. Lowering those stats even more to get what might not be a large increase in condi/boon durations would rankle quite a few people.
Not me, personally. I’d probably welcome it for any of my characters currently using it. I’d be in support of a change like that, but what I expect is for ANet to build a new stat line to cover it in the next expansion and tweak the text for “all stats” in some fashion.

Well they dident boost it at all when they took away magic find so why not just add abit boon and condi duration.

Why? It’s not like Celestial is a good stat set in PvE (it’s not even close to be mediocre). Adding Concentration and Expertise without nerfing other stats would not change that in the slightest.
It might have been different in PvP, of course, but Celestial amulet got removed from that mode completely, so it doesn’t matter.

Why having more stats would make your build weaker? It’s not like you’d be losing anything. At worst, adding those two stats might be useless for your build, but it would never weaken it.

Then OP’s post should have been “I think Celestial and the runes providing +x to all stat are currently too weak therefore they should be buffed by including expertise and concentration.” instead of beating around the bush. Ideally it would include a bulleted list of why it is too weak but that is probably expecting too much. If you are going to ask to get something for nothing then the least you can do is provide an explanation.

Except for, you know, it’s still pretty busted and usable in WvW.
If they want to buff all-stat gear spreads, they need to massively nerf boon access, first, so that people aren’t running around with huge amounts of every stat.
