Guild Wars 2

So pre patch I use to play Gw2 only for the pvp. I did not level any characters in the pve setting but my pvp profile is level 39 while my effective level is 2. So let me get this straight. If I want to equip shoulders and head slots now I have to level my effective level to whatever level it takes to wear these items? Because I am showing no skins available for these slots. this is really confusing.
