Crafting account wide
A single character can max out all creating disciplines. This would solve your issue regarding keeping track of who knows what.
Distributing disciplines only allows you to avoid the activation fee.
Also I don’t believe there are any soul bound on acquire crafted items, so having a dedicated crafter offers the equivalent of an accountwide implementation.

All you need to remember is which 4 characters have their 2 crafting disciplines maxed. Well, which crafts, but you can make some mnemonics like ‘my heavy armor character is the armorer’.
I do agree recipes should be account-wide though. I think of your characters as a family of sorts, and while you might not share the secret sauce outside the family members within it would have access.
The recipes learned with a scroll should be account wide. The discoverable recipes however should remain character based.

I could see the benefit, but if implemented it should not be baseline. It should be a purchased upgrade. Kind of like the “extra crafting slot” thing.
If crafting were account wide from the start new toons could not level or benefit from it at all (except the gear you craft itself).
