I think it would be interesting, that when we are put into downed state that we can slowly crawl to a safer position at about 1/5 – 1/2 the normal movement speed. It Might add an extra strategic layer, especially to spvp, while being in downed state.

I think they elected to balance downed skills elsewise, hence thieves getting a downed shadowstep and elementalists a mistform to flee in.
