Is there anyway to create a character on blackgate server or it is always full? My friends play on it and I would like to join them.

If you aren’t going to do WvW (World vs World: a PvP set of maps) you can get on any NA server and play with your friends as the game has Megaservers (all the people in one data center can play together with each other outside of WvW). If you are planning to do WvW then you can wait for the population to drop down to very high. Typically this is late at night.

If you do chose a server and later want to change to Blackgate it’s possible to do it for free (if the server isn’t full) by deleting all your chars. If you do that and go to character select you can then chose another server.

Will it be cheaper/free when the next tournament ends/starts/whatever, like last time? All I want to do is move to a US server, any US server, because the lag on EU servers is unbearable, but 1800 gems is a bit much.

I looked for a low population server which I assumed would be cheaper to transfer to, but every single one I looked at was 1800 gems.

I assume you don’t want to delete to move for free.

As wiki says:
“Periodically, ArenaNet will offer incentives for players to transfer to lower population worlds, including waiving transfer costs.
During WvW tournaments, Arenanet will change the pricing to encourage movement to lower-ranked servers and discourage people from transferring to better-ranked servers just for the tournament rewards.”

I don’t think I’ve seen any WvW tournament announcements but they had one last year at the end of March so maybe they will have one again.

I’m curious about this too; mainly because my friend wants to get into Jade Quarry or whatever it’s called and it’s constantly full.

Off-topic but I’m also wondering about tournaments whether it lets you reset WvW ability points or something.

You’re planning to do WvW as a new player?

That server is a popular one and may be full for quite some time. You might want to consider choosing another server to learn the basics of the game while waiting and deleting that char to switch if that server ever drops down.
