Guild Wars 2

So with the new wardrobe ( I looked for the feed back thread about weapons didn’t see it on 6 pages, I saw the dye, towns clothes, cost….) I said weapons would be saved (the look) and a member of my guild said that was ascended and legendaries only.

I think we are both right with my look being saved and used and they are right since we were talking account bound by the ascended/legendaries being account bound now. So which is it, someone please help.
