Really, A.net should do it like Valve, release a toolkit , make a set of rules and let the crowd make sets of cosmetics and send them to the devs to get previewed to see if they are according to the rules and then add them into the store, pay royalty to the creator,s it works wonderfully for Valve I don’t know why A.net just haven’t done it already.

I don’t know why everybody not affiliated with Valve’s workshop does this tbh it’s great! it’s community made content and it’s new free content made for anet which they can sell i think valve’s workshop takes 70% if im not mistaken and the creator gets 30% of the profits from the new items.

but I can see the problem would be all this items have to be for the gem store unless people agree to just make content and not get paid

I think it boils down to the legal issues and how to handle them appropriately and of course providing compensation to content creators which is most likely to much of a hassle to bother with in the eyes of certain publishers/developers.
