Guild Wars 2

So I noticed that cultural armor is restricted by race, so I would like to ask something about it.
I curently have 2 races only, and only 1 free character slot.
Can I make new character with differend race and buy that cultural armor set at level 1, delete character and make another race.
Is progress removed if I delete character?

Yes, I believe you can just create a toon and buy the armor (if you have the gold) (also a good way to get all the starter class skins).
No, progression shouldn’t be removed since I believe it ties into the wardrobe which never has anything removed.

You can buy them at level 2, at least. And yes, the wardrobe will save the skin.

I did some of this to get the special items from the proffesions, like the engie’s backpack and the 3 different rev’s blindfolds.
