How come cultural weapons are not race-exclusive but cultural armor is?

Because weapons don’t need to built around the body of the user, while armor basically need to have one version for every race and gender.

Now i want a norn-sized GS on my Asura Krall :P

Yet pieces are still stretched, most noteably on Charr and Norn.
