Currency Exchange disabled?
There are some restrictions on new accounts to help dissuade those of a nefarious nature.
With time passed and hours of in-game play, restrictions will be lifted. The exact time/limits are never disclosed for the same reasons as previously stated.

It helps every player in-game as having the game run rampant with those nefarious individuals hurts the economy, as well as the inconvenience and trauma of compromised accounts, which hurts everyone.

I honestly hope that this is a bug. Selling you something, taking your money, and then refusing (even temporarily) to allow you to use it according to the advertised purpose for which you bought it would be sleazier than I hope is true of the company.
If it is intentional, and the reason was to mitigate gold selling/account stealing/whatever then new characters/accounts should be locked out of spending money on gems in the first place.
Honestly, if you can give me an example of ONE “nefarious” thing I can do with gold I exchange from gems that I just gave ANet $100 for that I can’t still do in a few hours, I’ll give you $100.
The fact that there’s no warning before you buy gems, and nowhere I’ve been able to easily find that tells me this is how it works is the added insult to injury.

Everyone else. People use stolen credit cards to buy bot accounts. If they could, they would buy gems and dump them to get gold, destroying the economy. They take the gold and disperse it. Meanwhile, the card is charged back, the accounts are banned, ArenaNet loses money and the damage done is permanent unless they roll back everyone.
By having a short waiting period, they hope that fraudulent charges are caught before they can do damage.
Well that’s the last of my money ANet will get. I don’t take kindly to buying something and then being told I can’t actually use it.
Honestly, I’d say keep playing and enjoy the game. If there is a safety system, I believe it was created within reason.
You will unlock the gem/gold trade soon . I can’t say for sure but it my guess is that happens between levels 13-16. It will take roughly 2 hours to reach those levels.
My alt account has it unlocked and my character is level 18.

As far as I know, this is not a bug. It seems like there’ve been other reports of this in the recent past.
