I’m pretty sure the current system was put in place specifically so you would have to be outside of a dungeon, instance, event etc. to change your traits around.
In the very early days of GW1 they had a system where you could change your attributes (basically traits) anywhere, at any time. You had to earn points first and spend them for each change, but that was relatively easy to do.
But this lead to people changing their build multiple times within one mission, or even a normal instance, so they could have the optimal build for each boss/situation. Which made it very hard to actually make challenging content (especially since the game was designed around the idea that you were restricted to just 8 skills and part of the challenge was in picking the best ones for each situation).
So they changed it to the system that game has now where you can only change your attributes and skill bar in towns and outposts (non-combat areas) and this one has a fairly similar system.
I can’t honestly see them going back to the old system when it caused so many problems and the new one has worked for so long.

then make it so that it cant be used inside dungeons and fractals, im very ok with that, but for everything else , specifically PvE it should. For convenience mostly. I do understand the reasoning behind it for dungeons and either way I always keep my guardian dungeon traited 90% of the time, but once Im out and alone it i need to retrait, i take easily an entire minute to load LA, sometimes even more, then comes the walking, its either paying to port there directly and add to expense on top of time, or go free and walk a mile and wait even more loading screens.
Even if I get charged allmost the same as if I were to port next to it on LA and buy it, I just want to be able to do it on the fly

They choose not to have templates. They had the in GW1. When there is templates joining groups want you to run the meta builds found on websites rather than your own custom ones.
Instead groups just want you to be a Warrior, Guardian or Mesmer running full berserker gear/builds. So lack of templates is fail because PvE class balancing doesn’t exist anyways.
