Dailies and Monthlies use a different set of criteria for the achievement. You can get both in the very same day, because they don’t actually interact with each other at all.

You can even get both at exactly same time.
It once happened to me, 1 skill point ended completing the monthly Skill Point Amasser and daily Skill Point Accumulator, finishing my 4/4 monthly and 5/5 daily.
