How about a post on the forums?
I guess the best way would be getting some partners to guest on other servers to advertise in Lion’s Arch and maybe, at this time, Southsun Cove (since there are probably going to be a few people there) in addition to a post on the forums and maybe some advertising on fan forums.
Unfortunately there is no in game announcement system for guild hosted or player hosted events and most likely never will be one to prevent abuse from gold sellers and spammers the best bet is to post on all the top guild wars 2 sites, and forums about your event.

unfortunately we do not have a way to promote events like this in game. What we have done in the past is that we promoted player run events through the forums and our social media channel, and the guild/group of people organising the event spread the word on the world they were running it on.
As others have suggested, creating a forum post about the event is also a good way to get eyeballs on it.
Do a little zone hopping and shout in map chat. I would suggest:
Southsun
Lion’s Arch
Dragon events and other popular meta events
Eternal Battlegrounds and your server’s Borderland
Queensdale
Wayfarer’s Foothills
Jump on your server’s Teamspeak and let them know about the event and ask them to spread the word.
Post on your server’s unofficial forums
Post on reddit
The official Facebook has a place where you can submit player events to be posted on Facebook
Reddit’s your best bet.

I’m all for more organic, community generated events. I hope Arenanet helps you out.
I think it would mean alot more without dev support if it becomes something big at the end. It’d show the strenght of the community.
I would suggest you try the twitter thing and do an @GuildWars2 and #GuildWars2 that you are doing an event. Most companies including GW2 will re-tweet what you posted and then every who follows them will get the tweet.
Try contacting someone at http://www.guildwars2guru.com/ to post it on their front page.
What about putting it in the news feed on the login launcher window?
