Though it doesn’t say so, I’m relatively sure they’re temporary. They probably tie into Halloween which is at the end of next month.

Probably function the same way as the previous event dyes and unlimited gathering tools… So after a period of time they won’t be available, until they go on sale again (like things did with the 10 day anniversary sale)
