Guild Wars 2

Hello!

I’ve recently moved to a different region in the world (From Europe to NA) and I’d like to play on the NA servers but I have to transfer using gems.. Aside from the gems, If I delete my characters in the European server will it allow me to move to NA without dishing out the gems?
